The Madness of King Tito (2006) is a short cartoon by One Froggy Company, about a warmongering chihuahua frustrated by his inability to master the game of jacks.

Tito is totally frustrating to the sock-head henchmen who are trying to make a video of him in his military uniform, ffor broadcasting threats of world domination. Quite amusing.
